I have mixed feelings of it. In some episodes, I see nothing but immature fart jokes, pointless graphic violence and gore, and explicit sex.
In others, I see some pretty clever satire, good characterisation, and something that Family Guy will never have: Emotion.
However, another problem I have with the show is that it relies on pop-culture to fill episodes. I mean, there's nothing wrong with doing that; you can relate to them, and they make you laugh. But outdated pop-culture tends to age horribly, which is something the creators need to consider.

South Park is mad. The creators are insane robbers who possibly do nothing but scream the F word to everybody they meet. This animated series looks like some ripoff of a cartoon, but it's a very, very offensive episode. They attack both Islam and Christinaity, the deaths they use are grouseme, many episodes include some sort of penis refrence, and every episode is sick. If there was a TV-18, this would be the first episode they'd include in it.
However, the series is impressive in ways. The consistancy is solid, and the good episodes are very good, if the bad episodes are very bad. Some episodes can be hilarious parodies or spins, and others can be crap pop culture ugliness. But, the episodes manage to be unqiue, providing clever (Raisins), f**ked up (Scott Tenoman Must Die), or some great spins (Cartoon Wars and The Simpsons Already Did It).
I discovered South Park around season nine/early ten, when a neighbor showed it to me. I wasn't old enough, but aware of South Park, and watched a few episodes in other cities. He watched episodes online - they were offensive, yet the episodes I watched (It Hits The Fan, Good Times With Weapons and The Passion Of The Jew) were good.
I'd rate South Park between Family Guy and King Of The Hill. The movie was also great, yet seriously, I lost count of all the swearing.
